Pennsylvania communities continue to face a rapidly changing drug supply, preventable overdose deaths, and policies that too often leave out the voices of those most affected. The PA Harm Reduction Network is a small, grassroots organization making a statewide impact—mobilizing communities, educating decision-makers, delivering lifesaving information, and fighting for public-health solutions rooted in dignity and lived experience.

• Lifesaving education and training on overdose response, emerging substances, drug-supply trends, stigma, and other urgent public-health issues.

• Community outreach and essential resources, including naloxone, drug-checking tools, educational materials, and practical support for people at greatest risk.

• Statewide policy and advocacy efforts that elevate lived experience, educate lawmakers, advance evidence-based policies, and hold public systems accountable.

• Community capacity building and leadership development that equips directly impacted people, grassroots organizations, and local advocates with the knowledge, tools, and support to create change.

• Organizational and administrative capacity, including staff support, communications, technology, fundraising, compliance, financial management, and the essential infrastructure needed to sustain and grow PAHRN’s statewide impact.
